The Counter Institute examines the design and governance of Canada’s tax-dispute system. Our research focuses on the structural forces that shape outcomes and the pressures that arise when institutions work without an integrated design lens.
We study patterns across stakeholders with different levels of representation and influence, and we produce independent analyses that support coherence, balance, and principled system design.
